I'll post a script to disable MOTDs. Just give me a minute. :)
Create an autoexec.cfg in your /tf/cfg and paste this:
cl_allowupload 0
cl_disablehtmlmotd 1

It's strange how it only happens with TF2. My Cstrike, DoD and HL2DM and GMod work fine with MOTDs.
