Is it possible to spawn bot players in the test map, and then have them do individual actions? (e.g. build a sentry)

I don't know about the latter. But you can add bots on custom maps

Have you tried tr_walkway? it has bots and buildings, but not bots building buildings.

You can add puppet bots and order them around, but not individually, to my knowledge.
