All Melee Scouts
Are all melee scouts that acually kill pretty well considered pro or noob?

depends if they are running forward swinging wildly. or doing pro-esque things like dodging and firing with guns before they get into melee range

Scout is one of the few classes that can actually use melee somewhat reliably because of his speed. That said, melee should still be a last resort, so running at a Heavy with your Bat probably isn't a good idea.

also funny if you are the heavy and the scout will (trying to) beat you to death with wrap assassin.

Melee Scout only kills noobs, all decent players, including Medics, can fight back with ranged weapons which basically means why use melee if you have a nice shotgun that wont miss if you LMB not close enough and can kill at a range comfortable for you. Melee is to show off and insult a silly player like no-unscope-sniper to teach him not to consider his top range safe. There are moments when enemy is too busy or just didn't expect you but switching weapons takes time and... it's just an unnecessary complication. As I said, to show off. Doesn't say much about player's skill.
