As a result of hackers I've actually started playing on skial servers - skial payload servers, well I've read they are like a "paradise for experienced players" (not exact wording... probably).
On valve servers I would be classified as a "Pub-Stomper", I am almost always at the top of the scoreboard - sometimes our team got dominated, but I alone was doing significant damage to the enemy (as much it seems like pure bragging, this is the truth and I'm just trying to express how well I do on valve servers)

Switching over to skial payload servers... I am still near the top or at the top of the scoreboard, but on average, I'm like in the top 5ish.
Ultimate point...
Valve servers are a good stepping stone for playing legitimate gameplay (hoping hackers don't bother you) and once you get good, well it is what you decide. However you may want to play against players who appear to be even better - skial appears to be a good place for that. (Atleast their payload servers and PROBABLY attack / defense, because that is like the CP version payload as to my experiences.)

The introduction and now predominance of quickplay has caused a lot of community servers to wither and die and thus their playerbases to move to official servers.
Valve refining their servers (vote-kick controls being introduced as standard, better map rotations, etc) result in a much more curated vanilla experience than used to be the case. This attracted me, and I am sure a fair few other veteran players are more interested in just dipping into a nice clean vanilla match than getting messed around by jerky admins on some advert loaded community server.
The F2P revolution has gone on for long enough that the average skill level of the community pretty much bottomed out and has started to pick up again slightly (and is probably reflected in declining player numbers as the kiddies get bored and move onto the "next thing" or get sick of being owned).
