Who is Better?
Sniper or Spy. Both being played by somebody who has played 1000 hours as both classes and has mastered pretty much every skill each class has to offer.

Also using whatever weapons at their disposal.

They're both different.
There's no better.
One kill from behind, support team and save.
The other kill from distance, try to save their teammate.

We can't really say for sure. If somebody was 100% perfect as sniper and another 100% perfect as spy then we could determine this but i doubt we could find 2 people who never made mistakes ever. For now it determines on the players i suppose but one would probably be seen doing better if both were perfect since even valve can't make the game perfectly balanced.

Spy has a chance to get a pick when the enemy is unaware of his presence but becomes nearly useless when he is discovered
Sniper can get a near guarenteed pick on any unawarare enemy and still denies gigantic sightlines when discovered

Spy for lower skill levels Sniper for higher levels

Spy partly relies on your enemies being potatoes but spy can chain kills easier then sniper

Sniper DOES NOT partly rely on your enemies stupidity instead your own reflexes but it is harder to play him

Spy might be very powerful when mastered, but still has a limit to all he can do. A good Sniper, however, can do nearly anything if he can hit most of his shots. So I'd go with THE PYRO

having one of each is good, but if you had to pick between the two, sniper is easily more effective

a spy's capability gets gimped by his design and the actions of his enemies
sniper can just click people for damage at any range as long as you have a >1-pixel sightline

snipers are also alive a lot more due to the low-risk nature of the class, meaning they can put pressure onto sightlines and support their teammates during combat way more than a spy can

you can get better picks with a spy, but it's very situational

Sniper is naturally low-risk and high-reward, at least if there isn't a better sniper on the other team.

Snipers can get several kill in a life, especially since he can pretty much pick whom-ever he can see to kill at a safe distance almost instantly.

Spy, however, is basically a suicide class, with very high risk and high reward.

Spy has to remain invisible, or hope to high heaven the enemy team doesn't take his "secret" path if he's using the DR, while having to get really close to an enemy to kill, thus take a lot of time to pull off.

If you mean in a fight, I'd go with Sniper too.

He can do 150 damage at any range, and has the Jarate/SMG to ruin the Spy's invisibility.
