Need help!

I'm trying to buy something off my friend, but his item is on the steam community market and cannot be removed!

How does he get the item off the steam commmunity market so I can buy it??! :-(

Basicly the steam market robbed him

apperntly from that little note it seems he needs to buy some thing from steam once a year and if he has it must have been more then 30 days or some thing for him to have the power to remove that item. also no the steam market did not rob him he willingly put his item up for sale it s his fault for not being aware of this requirement to remove items but I don t plan him and this is a really dumb feature valve has put into place. he pretty much needs to purchase some thing from steam or the steam market (don t know about mann.co store) then wait 31 days.
