Sure, it's an okay buff, in terms of concept, but I'd rather have it be 75% damage resistance in the area of the shield, rather than full 100%.
Also, it doesn't nerf the Demoman to much of an extent, considering Phlog Pyros are easy to bounce around with projectiles, and that an airblast is a worse enemy.
Being able to tank damage would render a Medic's uber less useful for pushing (especially a Vaccinator uber), and it'd only allow for Pyros to just march forward and deal extreme amounts of damage. It'd be more of a crutch than it already is, if there isn't a buff to make it more skill-oriented or directly team supportive.
We'd need a lot of ammo then. Plus that'd fall under the category of "cruel and unusual punishment".
tl;dr: No boost needed, it's a nicely balanced weapon that shines in some situations and fails miserably in others, and there's just a lot of idiots who decide that they're going to try and take out the Pyro instead of walking out of the Pyro's short range.
It's not balanced at all, you are a free kill when using it. Pyro is already extremly squishy, and Phlog takes away Airblast to leave pyro vulnerable to anything. Its completely not viable for Competetive, because the sight of a melee ranged, slow Pyro won't scare them.
