How to buff the Phlog and "nerf" Demoman.
Phlogistinator:

+Gain MMPH from fire damage
+Activate MMPH before it is filled to activate a Shield
+Full MMPH activates both a shield, and default fire with crits for 9 Seconds.

-Using MMPH before it is filled drains the meter 3x as fast
-No airblast
-25% less damage

i You need to gain 250 worth of fire damage to fully fill the MMPH Meter

Seems pretty nice. It'd really depend on the size of the shield, and just what kind of stuff it shielded. If it was like the medic's MVM shield, it wouldn't block (and 'nerf') demoman. It'd block (And/Or Nerf.) pretty much every other class aside from spy and possibly Scout depending on the terrain and if he can get around and shove lead 6 ways to sunday up your rear end.

Sure, it's an okay buff, in terms of concept, but I'd rather have it be 75% damage resistance in the area of the shield, rather than full 100%.

Pyro in mvm is pretty much the worst class, would be nice however I dont think the phlog needs a buff in mvm

It's for regular TF2...
The Phlog is bad because of its lack of required skill (due to the lack of airblast). The shield would only further encourage tacticless Pyro strategies of moving forward. A buff should make it more team supportive or better at ambushes, not better at just moving forward.
Also, it doesn't nerf the Demoman to much of an extent, considering Phlog Pyros are easy to bounce around with projectiles, and that an airblast is a worse enemy.

Which isn't any more skillful, nor is it the point of a Phlog.
Being able to tank damage would render a Medic's uber less useful for pushing (especially a Vaccinator uber), and it'd only allow for Pyros to just march forward and deal extreme amounts of damage. It'd be more of a crutch than it already is, if there isn't a buff to make it more skill-oriented or directly team supportive.
If you Phlog, you deserve to be taken out and shot. Literally. In-game.

We'd need a lot of ammo then. Plus that'd fall under the category of "cruel and unusual punishment".
Meh, I used to use the Phlogistinator frequently, and it doesn't need a buff or debuff. I'm going to say it's nicely balanced, with less damage and no airblast, actually making it a straight downgrade until you fill up your Mmmph, which is low-risk if you use a flare gun variant (Manmelter is amazing w/ the Phlogistinator), and higher risk if you decide to charge into battle blindly.

tl;dr: No boost needed, it's a nicely balanced weapon that shines in some situations and fails miserably in others, and there's just a lot of idiots who decide that they're going to try and take out the Pyro instead of walking out of the Pyro's short range.

It's not balanced at all, you are a free kill when using it. Pyro is already extremly squishy, and Phlog takes away Airblast to leave pyro vulnerable to anything. Its completely not viable for Competetive, because the sight of a melee ranged, slow Pyro won't scare them.
