can a computer effect my connection? (teleport lag)

Im having a problem where everyone in my game freezes for half a second then appears somewhere else (teleport). I checked my fps (30-50). After that I went to play with bots to see if it happens with them, it didn't so it's probably my ping. My ping is at green bars. Another thing I need to mention is this doesn't happen on my old computer but happens on my new computer. So now I'm thinking it's my computer's ability to connect to wifi. Is this true? and how can i fix this?

Edit: this happens on all servers.

This means your internet's ♥♥♥♥♥♥, the servers you go to have ♥♥♥♥♥♥ connection, or something's wrong with your computer.

Because your old one had a different router connected to it at the time.
