Champ Stamp item conflicting
So I got an Uncraft Champ Stamp recently and I really wanted it for the Scout but when I got there it doesn't work with Fast Learner, it works on other classes but not Scout with Fast Learner and I watched WolfsGoRawr's Loadout video and his Scout loadout is Fed Fightin Fedora and FAST LEARNER and CHAMP STAMP and somehow they are conflicting on me Help!

TF2 probably updated so those two items conflict with each other.

Oh well then, I need something else for Scout other than Longfall Loafers, Maybe Digot Divulgor or whatever its called. Does Bonk Boy or Bolt Boy conflict with Trouble Maker's Tossle Cap?

No, Bonk Boy and Bolt Boy do not conflict.

There is easy way to check these kind of things.
Go to Official TF2 Wiki and open up the pages for cosmetics you want to use together. On right there is some info about the cosmetic, check the equip region part. If the equip regions are same for both cosmetics they can not be worn together.
If I remember correctly both Learner and Champ Stamp are classified as 'arm tattoos'.
Other example being Heavys Steel Jaw and All Father both are 'beards' so they can not be worn together.
