Military grade rounds are currency, and (in a pinch) ammo that give a significant damage increase. But, you don't want to shoot away all your money. You can't buy new Military grade rounds. But you can sell your dirty bullets for them.
There are new vendors in stations...well...most stations. But after market station, you can't buy anymore filters, so plan accordingly.
And you don't necessary need to buy weapons at stations. They can be found throughout the game if you look hard enough. So unless you feel like you want that silensed and scoped gun right away, you can just skip it.
About filters. I'm not sure how the clock timer works either. Actually I think it was bugged for me since it always showed the same time. But the gas mask icon actually shows time in minutes that you have on all your filters combined.
And you don't have to change them manually. When the filter gets close to being used up, it becomes harder to see through the glass of the gas mask. At this point you can switch to new filter and clear your vision. Or you can just keep on playing like that. When filter is used up completely, your character will change it automatically.
