Stalker call of pripyat modding a mod

hello guys I was trying to change the costs for weapons and armor for the sgm 2.2 all in one. I used notepad c++. When I did this it asked me "Please check if this file is opened in another program." no matter what I tried this message would pop up so I created a new folder and copied cost.xtl file over. I changed what I wanted and deleted the original and pasted the document back the sgm 2.2 folder. When I started the game, even before getting into the menu I was getting a bug report. can anyone tell me how to fix this or tell me how to change the files correctly?
