You have to pick 1 and only 1.
I haven't played COP (but I have played through SOC vanilla), what are the pros/cons of complete vs misery. What should I go with and why
Complete is old, outdated, and not at all what it should have been. MISERY is new and.. That's about all I got. The poor balance drove me nuts.
doing some reading online.. sounds like Misery 2.1 fixes a lot of balance issues with 2.0
That shouldn't even work. Complete comes with an old version of Atmosfear and Absolute Texture packs. Misery uses the new ones. It would conflict greatly. Doesn't even stand to reason it should work concerning the Absolute texture packs alter terrain geometry now.

The point is: we like the balance as it is right now so we have no reason to change it substantially. If it isn't exactly up your alley you're most welcome to edit the appropriate files yourself to make the mod suit your preferences to a larger degree. However, this aforementioned mode will most certainly make the process much easier.
I for one enjoy Misery except for the artifacts and the fact that if NPC's get to gear before the player they will quite literally despawn it most of the time. I fixed the artifacts, however I'm still digging to figure out the gear despawning when NPC's loot a stalker's body.
