Dr. Fetus Boss level not working correctly

Dr. Fetus just spazzes out way too fast and reaches the end part of the level across the bridge within a few seconds. So I can't beat it because he's always across the bridge when i get there. Although it is nice that he isn't shooting missiles at me through the entire level.

Anyway if you know how to fix this plz send help!
