They couldn't afford the license? It kind of doesn't make sense without it. For the unfamiliar, the reason that the "Light" side win condition is to "sneak the Prince to the Shadow Stronghold" is that this is supposed to be Frodo getting the One Ring to Mount Doom. The "Shadow" side win condition is Sauron capturing Frodo, or getting three units into The Shire. Too bad, would have gotten the game if it had its LOTR theme.
