If all the hardware is ok and your software is outdated, then you need to check that first.
I'm running the game with a Intel Core i5 - 3570k at 3.4 Ghz, 16Gb DDR3 of RAM, a OCZ Vertex 3 SSD, HD 6870 OC graphics card and 1000Watt PSU. My OS is Windows 7 Ultimate 64-bit.
I am using the latest catalyst driver which is the 13.3 Beta.
If the Beta driver somehow doesn't work, try to go back to the 12.8 driver but don't forget to check your BIOS first. Your BIOS may not be outdated.
To check for errors and their source (if you're running Windows 7), go to START and type: event viewer (in the box).
In the now opened menu, click on Event Viewer.
Go to the left column and open Custom Views.
The column in the middle will show you what kind of errors have occurred.
The details will give an indication where to look for the problem.
You can do the same with the Applications and Services Logs which is also in the left column.

Your AMD A4-3420 APU is a CPU and not a real graphics card. It supports HD graphics and DirectX 11 but you still need a dedicated graphics card or a buildin on your mainboard.
Of course the game will run on AMD graphics, as well as Nvidia graphics.
But, you need to specify what graphics card you have!be it dedicated or not.
?
Newest chipset driver update?
i have to open it several times and it goes well.
1. Download and install AMD Catalyst 13.1
2. Download and install .net framework 4.5
3. Give all accounts or your current windows profile FULL premissions. (registry editor here http://www.dfiles.eu/files/grp2yj9lw/grant-admin-full-rights.zip)
4. Update Visual C++ 2010 or repair it.
5. Update DriectX
Reboot your computer and with a little luck you should be playing S:GW2
