I think your confusing rise of the samurai with vanilla shogun 2 as Rise of the Samurai is easily the hardest.
Shogun 2 is a classic among Total War games and despite being released many years ago, it i still a masterpiece and a good starting place for someone who wants to get a good idea about how Total War games play out.
Just one tip: If this is your first time playing a Total War game, remember that initially it is a bit overwhelming because there are so many unknown variables and a stiff learning curve. One common mistake that many new players do is auto-resolving fights and trying to rush through their campaign without paying attention to anything else. We have all been there and have done that in the past when we first started playing it, so don't worry!
I recommend that you take your time exploring all the elements that the game has to offer and try to watch some youtube videos to get a basic idea of how things play out, if you happen to find your self feeling lost. There are many nice and helpful youtube channels of "Let's play" videos. One I would personally recommend to a new player is the following channel: MrSmartDonkeyLP
Shogun 2 is one of these games that you initially have a hard time getting into and might abandon it in your library for a while, but it grows on you over time and you will see yourself always coming back for one more campaign no matter how many hours you have already played. Hope you enjoy it!
No the original Shogun 2 during the time of war is the hardest.
The only way I could see that statement being true is if you were playing the game on the lowest difficulty (easy) which is a fairly bad idea as it is so easy its not reflective of the game on any difficulty above that.
On normal or higher Rise of the Samurai is hands down the hardest campaign and most players wouldn't even make it to the point where it was all out war proper.
