Important caveat most of the Season 2 content plays under the Vengeance game mechanics which is a dividing point among the card game community. A lot of people dislike the way that multiple villains devolves into just a damage race and the utter nightmare it is to keep track of. Digital version of these expansions while not absolutely perfect in organizing and making the whole thing intuitive to look at, expedites the whole thing very well imo, making the experience a lot more enjoyable.
TL:Dr If you aren't sure you like the game that much pick up a mini pack or Infernal Relics. Otherwise I Recommend Season 1 pass, and Season 2 pass if you truly dig the game.
Season Pass 2 (Vengeance,Villains of the Multiverse, Mini pack 4, Void Guard, and Oblivaeon) mostly opperate on new game modes. Vengeance and Villains combine for one play mode and Oblivaeon will create another. Season 2 isn't done yet though.
I think any one of them are worth trying out. Each one has something interesting to add. If you don't know what you want, anything from season 1 works to test things out.
If you are going for mini expansion, go for mini-pack 1. It gives you with great hero (unity) and the easient villain in the game, which can help you getting achievment if you are hunting for achievment. Then go for mini-pack 2 for the most fogiving environment in the game to get your achievment hunt easier. Lastly mini-pack 3 for unique heroes and villain that both played so differently.
All in all get season pass 1 first. It gives you a LOT of content. Then if you are interested, you can go for season pass 2 for more content. right now it only consist of vengeance and villain of the multiverse, but later there will be added more expansion like oblivaeon and more mini-packs (and yea the heroes from vengeance is all great too).
I'm eagerly awaiting the rest of Season 2 to be released, and if you enjoy Season 1, you'll definitely want Season 2, but there's a lot of content to be added still (largely because they can't work on it until the physical version of the rest of the game is out, which should be "soon"). But seeing as it's still unfinished, Season 1 should definitely take priority.
1. Shattered Timelines - One of the best expansions because you get 2 of the most fun and kinda broken heroes, Chrono-Ranger and Omnitron-X(so far, Omnitron has the one with the variant yet so +1). Time Cataclysm is one of the most fun environments. The villains included are pretty hard especially Iron Legacy but if you want a bit of challenge then this would make the DLC much sweeter on the budget.
I don't think any expansion can match the goodness of Shattered Timelines so it's safe to say getting the Mini-Packs first would be a better choice.
2a. Mini-Pack 3 - Guise is a really fun hero although he can be quite intriguing to play with because he's not too overpowered like other heroes, it makes you realize how absurd Ongoings are in the game. If you like a fun casual hero, Guise would be the perfect choice. Wager Master also offers a unique way to win the game aside from beating them to a pulp.
2b. Mini-Pack 2 - Unity is another fun hero. You get to build like an army and let them do the damage for you. If you like the whole - summoner and pets thing then Unity's playstyle might suit you. Too bad, Ambuscade ain't really much of a challenge.
2c. Mini-Pack 3 - I'll say it, Scholar is one of the most broken heroes. You can win just by healing and preventing damage and let the environment and villain kill themselves. You also got to play Scholar in many ways like just by tanking other's damage and draw enough cards for a major hit oy by healing white hitting. Miss Information has complex mechanics which can make her pretty difficult and annoying to play against. If you like the whole tank thing of Scholar, this is up for grab.
Up to this point, you can pick any other expansions, you can research about the heroes, villains and environment to help you with the decision but I'll still rank them base on my personal taste:
3. Infernal Relics - This is a personal choice because I love Argent Adept, some people might recognize me for playing Argent a lot and you might encounter me in the game in one. Infernal Relics has the two most complicated heroes. Argent Adept and Nightmist, they pretty much require a great knowledge of the game so I won't recommend getting this one before the others mentioned above. They both have a unique playstyle. I won't bother explaining because it might take really long. If you love having multiple options and decision paths, creating your own strategies then you would love these heroes. The irony is the villains aren't that hard but they won't be a pushover.
4. Wrath of the Cosmos - The only reason I pick this over Rook City below is because I believe Wrath of the Cosmos heroes has more fun heroes, Sky-scraper and Captain Cosmic. Both heroes has a steep learning curve like the two above, they also require a much further understanding of the game because they interact with heroes, villains and environment.This won't be a problem if you will get the prerequisites above. Villains are much tougher than Infernal Relics but hey, who still needs fighting Difficulty 1 villains by now.
5. Rook City - Rook City expansion itself is pretty hard, it has 2 Difficulty 4 villains, Spite and Plague Rat are nowhear near Dificulty 2 if you'd ask me. Rook City environment is one of the hardest environment so far because it helps the villain a lot. And you know what makes it harder? Pair it up with two not-so-broken heroes, Expatriette and Mister Fixer, although they are easier to learn, they can be pretty bland and can be hit-or-miss if you don't draw well enough. They can be overtaken by heroes like Chrono or Ra respectively. Either way, this is still worth getting into, more characters to play with are always fun.

Seriously though, if you're willing to spend for a season pass you get way more bang for the money. If you just want a single expansion... I'd stay away from Rook City because it's smash your face in hard and might turn you off from the game as a first purchase. I'd recocmend just picking a hero you like and getting the DLC that has that hero in it. Probably the best first purchase that would make you more interested in the game so more likely to buy more if you decided to later.
I'm biased towards Chrono Ranger both because I adore his theme and because he can do some of the most insane damage output I've seen in this game (and with any kind of support whatsoever he just gets so much better).
