I was chilling outside in the restricted zone and all of a sudden I encountered men with black outfits that were armed to the teeth. Keep in mind my guys are literally just starting out level 1 noobs and i'm also using bsm. Is there any way to counter these guys?

wait did u do the secret files mission where you give the secret files to guy who ask's you to get em from the military base and then you get attacked after you gave em, did u do that mission?

The guy gave me the mission but I have not done it as previously in my other playthroughs I'd get my back end handed to me if I went there too early. Will accepting this mission have these guys come after me?

Sounds like you got jumped by some Immortals. Like the ones in Chapter 22 of my guide here:

Best advice, don't engage until you are ready. Avoid the restricted zone until you have 3-4 mercs, which gives you some flexibiltiy when fighting them. We you do, be aggressvie like shown in my walkthrough. If you need to retreat, smoke grenades are a god send. Good luck.

well i always meet this ninjas as you call em when i do the mission return the file and kill all of his guys then i might randomly encounter them i always thought those guys were like his special forces trying to get the file back but what i do now is i just get the file and never return it or ever tell him i got it so he is there for ever :D

But how many jobs will there be in the unrestricted zones for me to pay for mercs and new equipment? From my experience, most of them require you to go out but there might be some I'm not aware of.

easy type in google 7.62 high calibre mercapocalypse that mod adds like 90 new mercs or something like that and over 350 weapons and some othet stuff must have in my opinion
