To level a district.city, surround it with 4 other districts
* research +approval techs/buildings
* use luxury goods that improve approval
* use influence for approval kingdom bonus.
Thanks a lot with this reply that is going to help me greatly (not only because of me rebellions but also because I'm stuck on a quest which ask to level a district and I had no idea what they meant by that !)

A good trick is to activate a luxury booster on the same turn, but just before, you settle a new region. You still get the full effect, but it costs 5 less of the resource.
