Can't attack barbarians with aircraft.
So, I had an enemy spy successfully spawn some rebel (barbarian) mech infantry near my capital.
I thought, "no problem, I have some units and a jet stationed nearby".
I could attack the barbarians no problem with my own mech infantry and city defenses, but for some reason, when I went to attack with my jet, I received a warning that this would "declare war on the barbarians".
I tried to proceed, but only got the "war sword" sound.... and nothing happened.
My jet did not attack.
So, I tried to attack again and again, I got the warning about the declaration of war against the barbarians. Tried to proceed... again sword sound with no attack by my jet.
In short, my jet was rendered pretty much useless in this situation.
Has anyone else experienced this?

I am. I am using:

- Starting Scout
- Free Camera
- Good Goody Huts
- Modern Buildings
- Resourceful
- Time x2 All In One
- R.E.D. Modpacks (base, for additional civs and for R&F)
- Yet (not) Another Earth Map Pack (playing on Enormous, randomised map)
- Downtown area

OK, it's not just barbs... it's anyone. Cree and Mapuche declared war on me and by this stage I had spent HOURS building up my air force.
Same thing. I wanted to bomb an encampment, but got the same result as with the barbs (except for Lautaro popping up every time) - even though I am already at war with them.
It seems that my entire airforce is rendered completely useless.
Between this and the audio issues that STILL have not been rectified, I think I'll take me a break from the game - even if I am way out in front at the moment and poised to win.

Tried disabling and then completely removing the Free Camera mod (the only one I was using that allegedly does not effect saved games) and it started spitting me back to the main menu even upon starting an entirely new game.
Tried deleting the Mods.sqlite file, but that did not help at first.
Disabled and deleted ALL mods and then deleted Mods.sqlite again and that fixed the menu issue.
Will try re-enabling all the mods I was using except for free camera and keep you posted.

For your reference, the culprit has been found.
It was the Free Camera mod of all things! LOL
This comment under the mod:

"The codes of some functions like "UnitAirAttack" of WorldInput.lua are different from those of current vanila. So ar-attack doesn't work with this mod, for example.".

This was a little surprising, but I guess it's really not all that surprising since the mod does not seem to have been updated for a while now.

Also, Y(n)AEMP and R.E.D. mods were not helping my menu issues. But at least I can get those to work with the "workaround fix" if I really want them, apparently.

G'day and thank you for taking the time to respond to this.
I have indeed disabled and removed the mod for now. Disabling it alone did not seem to help.
I can appreciate that you have a life to live. I am just glad that I am able to still play at all in the meantime.
