Seems it's a bug with the game, driver and DirectX 11.
Sorted it out by going into: My Docs/Rockstar Games/GTA V/
Open settings.xml and find "<DX_Version value="2" />"
Change the value to 1 (Direct X 10.1) and the game will start.
My problem is caused by my input method, when I'm using other input method other than English, my launcher will crash. But when I switch it to Microsoft English input method, my problem was fixed. (I was trying to use Chinese input to type English previously, though the Chinese input does have English input, but that will crash my launcher)
okay, I'll try this out.
look for the sxzettign to do with directx and change it to 0
