Report a translation problem
The reports on this are as follows:
1. Log into or create an account with Paradox, the manufacturer of HOI3. In you, I BELIEVE, profile area is a "Settings menu". In there you can connect your Steam and Paradox accounts. If you have a difficult time there are directions but I do not remember how to find them, probably by searching under various key words like "link with Steam".
2. This and only this procedure gives you access to what is called (no idea why), one again I BELIEVE, an LAA exe (or some such) file. There are instructions on how to install it but it was too complicated for my technologically challenged brain. :)
3. There is also a modification group who call their mods "Black Ice" or BICE. Ther is a YouTube video demonstrating how to install BICE as a modication or upgrade to HOI3. Supposedly this video may aslo be used as instructive to only istall the exe file you want. Dunno.
4. Supposedly this patch is supposed to BOTH help with instability and allow you to play on Windows 10. Once again dunno.
5. Question is why in the world have Paradox and/or Steam made this process so complicated when OBVIOUSLY there are at least dozens of us who need it???? Very diappointing and discouraging.

So I followed the above instructions...created my account with Paradox. I linked it to Steam (click on your email address up at the top of the page to go to accoount info...then the settings gear icon on tat page. There is a link to Steam secton). Once linked, Paradox sees my games tht I own, but there are no files to download.
Their Finest Hour WILL NOT work without the previous two DLCs. It says it on the Store Page.
I had the same problem you did and when I bought/installed the other DLC it worked perfectly fine.
Unhappily I am one of MANY with this problem.
