I assume you mean Cavalry? Cavalry is good for riot control pretty much... they can be good on the front lines in some situations, but mostly for riot control.

On normal difficulty a division of 2 batallions of cavalry is a very cost effective method of dealing with partisans/bandits etc. Also creating/breaking encirclements in desperate situations during the early game.

That is all they are good for though, however you can use for antiriot all the way to 1948.
