EXPLANATION OF THE SLOW MO "BUG"
The slow motion "bug" is actually not a bug at all, but rather a side effect of this being a port of a 2005 game that was specifically designed for a single system.
What's happening, is that unlike most current games (I'm looking at you Need For Speed), RE4's entire engine and game logic is tied to the framerate. The game knows when 1/30th or 1/60th of a second has occured based on whether the frame is done rendering. What this means, is that if your system is unable to run the game at past 30 or 60 FPS (depending on what your settings are), the game must then slow down.
Say your system can run this game at 40fps. Because the game is coded to time everything off of the framerate, instead of, well actual time, this means that if you set the game to go off of 60fps, the game will now run at 40/60 the regular speed, or 2/3rds what it should be. Dropping it down to run at 30fps fixed, it will run at regular speed.
And that's why this isn't a bug that can be patched -- it's how the game was built.

Refund time because you can't just change one option? You realize the only way to fix this would be to completely and utterly reprogram the game from scratch, yes?

I just don't like it that that can't be fixed easily due to how the game was built. If they knew that was an issue, why didn't they just do what you said?

Because that wouldn't be a port. It would be a remake, and an INCREDIBLE amount of effort for what they likely suspected was going to be a lesser selling title. For $20, I'm amazed they coded the game to be able to switch between keying for 30 and keying for 60. Sure, they just go in and double/halve some values, but it's still a lot of work.
And it's miniscule compared to the work of completely redeveloping it for variable framerate.
That's why. Just flip the option and be done with it. Or upgrade your GPU.

Yeah, and what about people who switch to 30 fps and it still doesn't work? That's enough of a reason to refund it

If it's still happening when you set it to 30, that means that for some reason, your system can't run it at/past 30. It's possible that your video card isn't detecting that it needs to actually ramp up. I know I've had that problem once or twice in the past, but I can't remember what caused it/how to fix it. I'd start by searching at those points.

Yeah, not sure what could cause it. If you come up with anything, a post would be increadibly helpful.

Are these people using SLI? Having audio issues? I didn't program the game so I don't know what factors could hold up the framerate outside of GPU grunt, but given some of the hardware/setup related performance issues games can end up having, it wouldn't surprise me if something like that is causing it. But, the game running in slow motion is due to framerate. Now, what's causing the framerate (outside of under-utilization/low power GPU), I don't know.

Or, deal with it like everybody else has? I am running it silky smooth on my PC. And there are tips in the forum which would help you.

and if none of the tips work, then refunds should be in order if this isnt somehting that can be fixed easily. So far, none of the tips have worked for me.
