Can it be a combination of small block/big blocks?
I've actually been working on a long-range Scouting and Support system of ships.
I don't want to give too much away, but it's multi-part, so there are some non--station block bits,

No, the station may not be built into an asteroid, since some people can benefit from having better asteroids generated than others. To give everyone a fair chance you will not be allowed to build inside or partially into an asteroid.

It can, yes. Some people tend to use small blocks to create interior decoration and we do not want them to refrain from that.
But I'm a bit confused: Are the sizes measured length*height*width or length*width*height?
EDIT: No medbays on the list for July?

EvilDylan, I always assume that the standard "length x width x height" applies.
