Separate pedals and wheel as one device?

Does anyone know hot to fool Windows that my CSP v.2 pedals and T500RS are one device? I don't rightly know where to seek answer so I've posted this here. I want to play Forza Apex but they don't give a sh** about people having two separate devices. So I'm thinking - is it possible to simulate that my CSPv2 pedals are T3PA pedals?

I'm curious about this as well since Sébastien Loeb Rally EVO don't support separate wheel and pedals but separate shifter isn't a problem. There are some HW (CPX adapter) to do it because of consoles but I'm interested in SW solution at PC with working everything even FFB.

Thanks. I've been looking for an app like URJ. Unfortunatelly I have many doubts that it will work.
