Its 60 at sea, because its mostly empty. The game's main issue is single threaded cpu code. It bottlenecks heavily on foliage heavy islands such as the "home base island" and salt lagoon. I've also seen it drop to 40 or so in dense smoke during ship battles wven with the volumetric fog turned off. My gpu is far above the recommended. No laptop cpu has core speeds fast enough to brute force past it.
So yes, its incredibly poorly optimised. Even worse than 3.
I've even gone so far as to lock it at 30 to maintain a stable constant framerate in all situations. But no, do that and the game starts to stutter heavily. You can't win with it (I can't anyway).
