How do I give evidence for confiscating a passport?

Ha but now I remember that there is not evidence/reason to give, if I remember, you confiscate the passport by dragging it to the bottom of your screen, then a temp. visa appear, you accept or deny it and give it back to the guy, he should tell you that wtf where is my passport and you will respond call this phone number .
