AYE! :D Anyways, yes, you always deny ones that don't have their passport if they don't give you one. XD
to OP: all entrants require a valid passport, so deny everyone who has no passport, thats what the temporary visa slip is for.
I wasn't sure if it meant "for the people who deny they have a passport, to let them through" or just to deny them. :p

Up until day 18, that is not necessary. If you catch an error in their documents, whether a missing doc or a discrepency, you CAN deny them immediately with no penalty. Only once the blue reason stamp is added do you need to take the time to clear things up.
Don't remind me of the pain. :(
