Need help with save?

Today I went to the library and installed Steam and played this game for around 30 mins while I waited for a 3D print to finish. When I came home I found that all my save games had disappeared from the game. The save games are still in C:\Users\Aidan\AppData\Roaming\3909\Papers Please but they won't show up in game. I've tried deleting the 3909 folder, reinstalling the game and disabling Steam Cloud. What else can I do?
