It's certainly an issue with the drivers. Reverting it back should solve the problem for anyone, but I'm disappointed that disabling triple buffering didn't worked for you.
In fact, it makes sense: the screen "flashes" white because one of the screen buffers in clear (white) when it's rendered by the display. In other words, for some reason, this new driver is either discarding or supplying the wrong rendering context for some calls that Deus Ex make ad skipping a full video buffer now and then.
