Help !! I think I missed Solo!! Were is he???

Ok , I am on my first walktrough.I am actually 50% trough the game. I already went back with the pather and got all the collectibles. I cant get more that 93% thou. Even thou I grabed all collectables in the first 2 levels.
Now my problem is I can't seem to find Solo , I saw him and I was actually going to fight him but I took a eagle and moved to another area of the stage. Now I ahave been all over the game and I dont know were he is. In what level or part of the game do I fight him? What is is called. Alos I am not talking about the ressurected solo but the first one. Thanks for your help.

Ah, you climbed the perimeter wall in the military wing instead of going through the building. To get to area he's in, take the eagle point in the northwest corner of the prison, or go east from the construction area.
