What are you PC specs and what graphics card do you have?

If it helps at all, I was running the game on the highest resolution, in windowed mode.
Could you check your directX and graphics drivers are up to date.
Then can you install the DirectX9.0c end-user runtimes.

Then can you verify your files and check that you aren't missing any important graphics files.
Then, can you check that your antivirus software isn't blocking anything.

I have tried to force the game to launch in a window and it does not let me, I get the same thing.
I have tried uninstall/reinstall, same issue.
Windows 10, NVidia GTX 950, Files are verified, antivirus is not blocking, DirectX is higher than version 9, no crash reports as the game never crashes just does not diplay right.

Idk exactly why, but launching the program using my integrated graphics card reverted all display settings to the default and the game ran in a window.
From the in-game options, I changed the display settings to fullscreen, 1920 x 1080, 60 hz.
I closed the program, switched back to my nVidia 950 card, and launched again. It ran perfectly.
