Failed to contact key server

Steam support has a step by step with this error message. I'm getting it after I download the game on steam. When I try and hit play I get 'Failed to contact key server',

I've wired directly into router and modem, no change.

I have changed the program file to 'ClientRegistryOld' so it would update and it did.

My Firewall is letting steam through.

I also have received this error on both my laptops. One is about a year old with windows 7 that I have been playing ffxi on since I bought it and the other is a new laptop with windows 8.

The only other issue it says that steam is out of keys and I will receive one when the game publisher decides to give more to steam. I really hope this isn't the case where I paid for something that isn't available. Should say "out of stock" and not allow you to purchase.

Anyway, I'm hoping someone else has run across the problem and its and easy fix that I'm missing.. very possible.

I've had this happen purchasing other games. It took them over 2 weeks to get me my key.

How do i go about getting the cd key? or even access to the game? i bought it yesterday and am still getting this error message.
