It's pretty weird they don't have them already. It's literally so easy and takes only a day to prep them all.
Sure it takes time. Let's say one or two days.
1. If the game drops a card, it is only for half. Say YNAB has 10 cards, only 5 can be acquired through normal drop. To complete the set (max 5 sets for complete badge), you'd need to find the other 5. Normally through trading (no money for you) or through Steam Market (money for you, Developer). Since this YNAB goes on sale rarely, the cards will worth quite a bit. Extra money for simple jobs (adding Cards for YNAB).
2. Achievements. This will draw people into buying the copy of YNAB. There are people that love achievements for the sake of achievements. You'll get them with enabling achievements in this 'game'.
3. Since YNAB has Steam Trading Cards and Achievements, you'll enable yourself to be listed on both categories. Better visibility for marketing your products on Steam. Some people will also idle to get Cards, this allows for their friend list to see your product and probably ask themselves if they are curious. More eyes = better marketing, right?
Not to mention that you'd make existing customers e.g people in this thread happy.
That's all I can say.
But Rodeo's reason is the best one. Any time spent on this superfluous stuff is not time spent improving the program.

Don't have achievements for monetary gains, rather have them for using features of the program that would better assist users in using it. Kind of like following through tutorials, but actually implementing the practice instead of just "yep yep, I can do that if I want".
Synced with dropbox? Achievment. Viewed reports? Yep! Used YNAB 7 days in a row? Woot! Created custom categories? Got it. Import transactions? Export?
Stuff like that.
