The only viable way that would work would be to make it so zombies get rid of 90% of your health in one hit, it would just get rid of one of the primary aspects of the game; PVP.

There are several servers that "claim" to be "Free PVE" servers however, experiance shows that most who play on them report the same result(s) as if they played on a public PVP server.
