Fallout 3 GOTY Retail Boxed with DVD work via steam?

Hi all. If I buy the game of the year edition retail, boxed with the disc, will this version be able to be reedemed to steam and will steam also give me all the DLC or not? I really want a disc but i also really want to play it via steam because i want to use the cloud saves, incase my PC dies on me i dont have to worry about the game saves if i play it via steam. So, does retail GOTY add to steam + the DLC or not? Thanks.
