There are somethings that influence the expansion of a border, such as:
- The border expands slower if there is a mountain;
- The border expands slower if there is dangerous animais;
I have a question too, and since i didn't tinker with borders:
Does the border expansion have any relation with the total prosperity of the town? Or it is just the passage of time?
One time i neglected one town in a 2 hour era. Aftter a long time, i went to check it, and the town had huge borders, despite having very low prosperity.

I understood that time is the main factor into expanding borders :). They made a calculation to know how much time it would take for a village to get the entire earth ahah.
