What is that 1 spot in the inventory?

On the bottom lto the left of the belt slot. I've never gotten anything to fill that, what is it even?

Gotta be a certain level to find a ribbon or similar to fill it. Other side is the artifact (iirc) you can make at the weapon crafter in town from components you find.

It's a slot for relics. you can make them through the blacksmith.

More stats is always worth it! There are several cheap ones that are better than nothing. Eventually, it's more a matter of finding all the recipes you need than actually having the resources to make them.

Yup, they're worth it. I'm currently using the Torment Relic.

All of them are worth it. When you first get the blacksmith, he'll have a handful starting out, and all of them have some solid stats for specific builds, and I think almost all of them, if not all of them have a special ability that's usually pretty awesome. The ability to dual wield pistols is gained only from items, and one of them is a relic. There are also very rare and very powerful ones later in the game that require some grinding to find, but are very worth it.
