Celestial Powers assigned to passives – do they proc?

Hey, I'm new to the game, I bought it on Steam sale, and I'm currently lvl 32, doing a Soldier build with a very little bit of Nightblade mixed into it for dual wield.

My question is this: do Celestial Powers assigned to passive skills like Zolhan's Technique or Markovian's Advantage proc at all? I'm asking because I have Cadence assigned as my left-click main attack, and a Celestial Power (Falcon Swoop) assigned to that, which triggers quite often. However, I have another Celestial Power unlocked (Twin Fangs), which is assigned to Zolhan's Technique, that does not seem to trigger at all, ever, at least there is no animation and I don't see the life leech effect from it that I should. I also noticed that if I swap these two and assign Falcon Swoop to Zolhan and Twin Fangs to Cadence, Twin Fangs triggers very often, but Falcon Swoop disappears. Why is that? Does anybody know? Does that mean that Zolhan's Technique itself doesn't trigger either? Does Cadence somehow block that?

I'm really new to the game, I searched the forums but haven't really found an answer to this, so any help would be greatly appreciated. Thanks in advance!

What is your % chance for Zolhan's Technique to trigger? I'm doing the same basic thing you've got setup but with different Celestial Powers, Bull Rush and Maul, and they're both proccing off of Savagery and Zolhan's Technique as often as I would expect. Although now I've switched the second skill to Markovian's Advantage, but it works the same no matter wich one I put it on.

Right now I have Zolhan's maxed out, that is a 25% chance.

Isn't Twin Fang a 15% proc? It's 15% chance on a 25% chance. You won't see it very often.

So that's the reason? Thank you. Can I take my Devotion points back somehow and put them somewhere else?

The Spirit Guide in Devils Crossing can respec devotion points. I found Maul procs a fair amount and it's a 15% chance on a 25% also, I have a high attack speed that might help, lot's of attacks lot's of chances.
