Report a translation problem
I have an AMD Radeon(TM) R9 360 Graphic card and I can confirm that the game does crash when opening the exe file.
The only new information I found in my case is that running the program in administrator runs an infinite loop of asking permission to run. Not sure what the problem is but hopefully it can be fixed soon.

I have tried running the software in Windows 7 compatibility mode, manually running the launcher, verifying VC 2008 redist is installed, I verified that .NET 3.5 was installed via the Features menu of Windows 10...
If I don't see a fix soon, I'll just refund it. Sux cause I really wanted to play this.

No problems. In technical support of Sega about this, too, no one knew anything.
In general, while AMD solve the problem, if you want to play:
Roll back to the video driver version 17.11.4 or use a device with a video card from NVIDIA (I play on the laptop).
I am pretty much stuck on the 17.12 series of drivers because I also cryptomine when I am not gaming on my machine and want peak mining performance (and I don't want to roll all the way back to the Beta Blockchain driver from August and then listen to Wolfenstein 2 ♥♥♥♥♥ about having old drivers). This is a pretty big bloody nose to AMD if they are going to refuse to fix these DX9 games when they've been doing so much right in the software department lately.
