Did you try extracting the downloaded folder with the software 7zip? I got the same encryption issue when trying to extract it with the default windows extract tool. When I used 7zip I had no problems.
Once you extract it, it's just a matter of replacing the resource folder in proteus if you're playing the windows version.
I didn't have 7zip (derp) so I downloaded that. But how exactly do I "open" the software with 7zip? When I click the download link it automaticalyl downloads it through google chrome. I found the download file on 7zip and tried extracting it to the copied proteus file but it still wont run. Am I still doing something wrong? I'm very unfamiliar with modding.
First, I downloaded 7zip. Which is an .exe type file that will auto install itself. No need to extract that.
Once intsalled, download the necessary mod file for the proteus mod.
Go to your downloads folder where the mod file most likely is sent to, right click the file to use 7zip to extract it as another folder within the downloads folder.
Now if you read the instructions on the mod webpage, they mention to make a copy of your proteus folder that can be found inside Steam/Steamapps/Common/ Proteus. I made a backup copy of it and put it in my documents folder.
Then go back to the mod file you extracted, assuming you are playing the game on windows, all you have to do is replace the resource folder that is inside the extracted mod folder with the resource folder in the proteus folder. Not with the backup copy you made, but the proteus folder that exists inside Steam/steamapps/ common/Proteus.

Got it! I had been putting the new resources file in the copied proteus file. I would put the original proteus file on my desktop and put the copied proteus file in my Steamapps/Common and that's when it wouldn't work. It immediately worked with the original Proteus file. Thank you so much I work all day but when I get home I'm going to put some headphones on and enjoy
