How do you gift payday 2 ultimate bundle?

Unfortunately we can't. Because otherwise, players with major discounts via owning DLC would be able to purchase it for cheap or free for everyone. Or at least that's my guess.

Bundles aren't giftable. You would either get you steamfunds to your friend (if you have the money on your steamaccount) or buy it directly from your friends account (if you dont already have the money in your steamwallet).

No, that's different.
Bundles are tailored to the individual buying them.
If you already have A B and C and want to buy a bundle that contains A B C D E F, you don't buy A, B and C again. You only buy that what you don't have already, in this case D, E and F.
So even if we could, then these "ultimates" would miss a lot of DLC.
