My Payday 2 won't open. PLEASE HELP.

the message I recive when attempting to open Payday 2 is as follows "An error occurred while updating PAYDAY 2 (missing file privileges): C:\Program Files (x86)\Steam\steamapps\common\PAYDAY 2\payday2_win32_release.exe"

You can also try:
Open steam and go to settings
Click on downloads and then click "clear download cache"
Restart computer
