1: Open game

3: Press any key on your keyboard.
4: Press the escape key and adjust the volume settings. If the dialog box shows up, just press yes again.
I turned down master volume
I deleted the setting file
I don't have a controller, only keyboard mouse
I can't start game at all to adjust settings from within the game.

After finishing the tutorial, download xbox360ce and find "vJoy" and map those buttons because Payday 2 only support Xinput Controllers only, so emulate an X360 controller.

...sort of. Instead of telling me my settings were corrupt during transitions it just began kicking me at random (most notably at the end of every heist). Reinstalling to see if that changes anything.
I don't have a controller either. I changed the settings file that's already been mentioned (C:\Users\<your user>\AppData\Local\PAYDAY 2\renderer_settings.xml). There's a line that says:
windowed = "false"
change that to
windowed = "true"
Save the file and run the game. I don't have any previous saves so I just went with the options that deleted old data.
Like everyone else, i did have to change the volume setting to get that error to stop popping up. I've restarted the games a couple of times and it hasn't come back.
