- close steam.
- go into your steam directory and rename the file "clientregistry.blob" to "clientregistryOld.blob" (or to anything really).
- restart steam. (It should start by updating now: it is replacing the file we just renamed)

----So this works for other steam games. re-name clientregistry.blob, and steam will attempt to update games without deleting local content. my guess is steam is checking for the version update for after server maintenence tomorrow, even though it hasn't happened yet. That's my guess, nexon breaks things like this all the time. I'm going to check this out. If I don't reply then it must have worked. Otherwise I'll be furious and right back here.
