I just started getting this problem after the new windows 10 update, so any information would be greatly appreciated on my end as well.

I'm getting this too. What are the chances of SEGA doing something about this anytime soon? :steamfacepalm:

I'm running this on Windows 10, and it works fine for me.

Chances are it's something to with your PCs, likely either settings or your graphics cards.
(I'm using Intel HD Graphics, incidentally)

With a problem this widespread, it's more likely an issue related to the game. I don't get this with any other games in my Steam library.

This game is a bit finicky at times, though.
Especially with graphics cards.

Such as a while back, people had huge problems with the City Escape truck getting stuck on their heads, and it was something related to a certain brand of graphics card (which didn't like the method Sega used to control the GUN truck's appearance)

Sadly, I can't remember how they dealt with that particular issue.
Which kind of graphics card are you using?

Oh.
Yeah, from what I've seen, NVIDIA GeForce GTX tends to have some issues with this game, especially if played in windowed mode.

The tips in this thread might help.
One of the tips is to run it in fullscreen (or in windowed mode, if you already were in fullscreen)
