Chances are it's something to with your PCs, likely either settings or your graphics cards.
(I'm using Intel HD Graphics, incidentally)
This game is a bit finicky at times, though.
Especially with graphics cards.
Such as a while back, people had huge problems with the City Escape truck getting stuck on their heads, and it was something related to a certain brand of graphics card (which didn't like the method Sega used to control the GUN truck's appearance)
Sadly, I can't remember how they dealt with that particular issue.
Which kind of graphics card are you using?
Oh.
Yeah, from what I've seen, NVIDIA GeForce GTX tends to have some issues with this game, especially if played in windowed mode.
The tips in this thread might help.
One of the tips is to run it in fullscreen (or in windowed mode, if you already were in fullscreen)
