lotro server connection timed out

it seems to be stuck on lotro server connection timed out and it keeps resetting itself and saying the same thing. It has been doing this for about an hour now and suggestions to if its a problem on my end or is it a problem on lotros end

The LOTRO Game Servers will be taken down on Monday October 14 from 7:00AM Eastern – 11:00AM Eastern (-4GMT) for Update 11.5.

Ugh... an entire update for three things, but this promises to fix the invisible buildings and walls glitch... Tired of walking in to things.
