I can't start book 1 chapter 11 how do i start it?

You talk to Tom Bombadil and he will transport you to outside the Great Barrow. (That is, if you mean Volume I, book 1 chapter 11)

If the appropriate quest giver is not showing the quest, it means that you do not meet the requirements to start it. Most of the time when you are continuing book quests and the next one doesn't show up, it is because you are too low of a level. Almost all quests have a level requirement to start it, which is a few levels below the recommended level for the quest.
